1. Feedback from Match Reports

As we sat down to warm our toes before the fire (yes, it's November, we know, but it's still cool), Umpires Coach Brian Benny Goodman was reflecting on some consistent issues that have been recorded in Captains' Reports.


a. There has been some confusion regarding where incoming batters go...Law 18

New batters will be on strike for the next ball even if the batters had crossed while a catch was taken. The new batter replaces the dismissed batter at the crease he left. Unless the dismissal ball was the final one in an over, this means that when a batter is out caught, the incoming batter will face the next delivery.


b. Be clear on our very limited fielding restrictions:

Pennant Rule (PR) 17.8.2 Fielders Within Restricted Area (all XIs)

Until the ball is delivered not more than 2 fielders shall be outside the restricted area during the first 15 overs of an uninterrupted innings. 


c. PR 17.9.4 Free Hit After Any No Ball is for 1st, 2nd and 3rd XIs only

There is no free hit in the 4th XI.


d. PR 17.10 Wide Ball (All XIs)

17.10.1 Any delivery, not being a "No Ball", with which the striker has not made contact, shall be called a "Wide Ball" if:

(a) it passes either side of the wicket so that the striker, whether he moves from his normal stance at the crease or not, does not have a reasonable opportunity to score; or

(b) it passes outside of the striker's pad and leg stump beyond (i.e., wider than) the projection of the Protected Area guidelines.  

Please refer to the diagram on page 81 of the VSDCA Handbook.


Please take the time to discuss this Rule with captains at the toss. Explain to them that the new Rule calls for judgement, and that you will be consistent. This will go a long way to gaining their confidence and co-operation.

 

2. Awards voting

There have been difficulties for some grades in submitting Award Votes. With assistance from Cricket Victoria, we think the problem has been solved. 


How this works: Umpire 1 will have access to the Awards Votes.

If Umpire 1 is not responsible for entering the Match Report and Award Votes, she/ he should forward the voting function to Umpire 2. This function is clearly available next to Umpire 1's Match Reports button.


SPECIAL NOTE FOR UMPIRES APPOINTED TO SOUTH EAST 2nd XI MATCHES THIS ROUND:

to effect the changes necessary to make the Awards Votes work properly, we shall be cancelling your appointments and re-appointing you to the same matches. When you accept the (second) appointment, the Awards Votes will work as described above. 

All other grades and divisions are unaffected.


3. Payment of umpires' honoraria

We have been advised that the next payment, including Round 5 appointments, will be made before the end of next week. Thereafter there will be one additional payment before the mid-year break.


4. Umpires Association meeting

Next Tuesday, 7.00 pm at Brunswick Cricket Club.

5. What happens next?

Ponder these before we meet next week:

a. a bowler takes a wicket (bowled), final ball of the over, and then takes another (LBW), with the first ball of his next over, then another (LBW) - HAT TRICK - with the next delivery. 

The field disperses, and the bowler runs in to deliver the next ball...what happens next? What could happen?


b. the batter drives to mid-off on the final ball of the over. The ball is fielded cleanly and as the umpire is about to call over, he notices that the batter is standing just out of his crease...what happens next? What could happen?


Looks to be a good weekend for cricket, so lets' get out there, do our best, and have fun!
